Kansas Secretary of State Kris Kobach on Tuesday explains his proposal to require voters show photo ID to vote. His comments came during a news conference outside his office in the Memorial Building. Kobach's bill also requires proof of citizenship to register to vote, increased penalties for voter fraud and gives his office more authority to prosecute alleged voter fraud.
