The real issue is, will you use it when / if it snows to clear your side walk or, will the city have to fine you five days after the snow fall?

"Snow country?"
Meaning places that get snow, as opposed to, say, Brownsville, Key West, or Honolulu, not Snow Country, as in Yellowstone.

I have shovels that shovel snow but I don't know that any of them are snow shovels.
