Lawrence school board to review effects of enrollment increase on staffing, budget

The Lawrence school board Monday will review the effects of increased enrollment in the district on classroom staffing and the 2015-2016 budget.

The student enrollment and budget report will be presented at the school board meeting Monday evening. Substantial increases in student enrollment this school year came somewhat as a surprise to district officials — with the actual number of new students about double the number projected — making for larger classes at all grade levels.

The official enrollment count was released Sept. 21 and indicated that enrollment districtwide increased by 249 students. More than 100 additional students enrolled at each high school, accounting for 211 of the new students. The remainder of the additional students were at the elementary level.

“We anticipated some growth (at the high school level), so we allocated some teaching positions, but not enough to account for 211 more kids,” Lawrence schools Superintendent Rick Doll told the Journal-World last month when the enrollment numbers were finalized.

Owing in part to funding changes put in place by the Kansas Legislature and enrollment projection reports for the district that predicted only 30 to 130 additional students, about 14 vacated teaching positions were not filled ahead of this school year. With the enrollment increases, those changes have meant larger class sizes, particularly at the high school level.

Increases in enrollment have concerned district officials because the block grant funding formula recently enacted by the Kansas Legislature does not guarantee more funding for additional students. In March, the Kansas Legislature repealed the per-pupil school finance system that had been in place since 1992 and replaced it with block grants for the next two years, during which time lawmakers will put together a new funding formula.

Kyle Hayden, assistant superintendent of business and operations for the school district, and Kathy Johnson, director of finance, will present the enrollment and budget report to the school board.

In other business, the school board will select a delegate and alternate who will attend the 2015 Kansas Association of School Boards’ annual convention in December and cast the district’s vote on legislative issues.

The school board will meet at 7 p.m. Monday in the district offices, 110 McDonald Drive.
