Shawnee County DA mulls whether to charge man who had illegal fireworks near Statehouse

— A prosecutor is close to deciding whether to file charges over illegal homemade fireworks found in a pickup parked near the Kansas Statehouse in February.

A spokeswoman says Shawnee County District Attorney Chad Taylor expects to make a decision in the coming week.

The pickup's owner was detained but released from custody the same day after officers saw the fireworks in the vehicle in a parking lot south of the Capitol.

The Capitol Police initially described the materials as improvised explosive devices, or homemade bombs. The owner was detained in a tunnel connecting the Statehouse to a nearby government office building.

Authorities have not identified the man, except to say he lived in Topeka at the time of the incident.

Maybe the DA is investigating to see if the man was there to have a closed meeting with some of the legislators.

The article states the items were illegal. Sounds pretty black and white, so why the question about whether to charge?

Dang, when I was a kid we would take apart the """fizzlers''' ones that didn't go bang when light the first time and put several of them together and relight, sometimes they would go off, but most times just smoked-------THE OLD ZEBRA FIRECRACKERS WERE THE BEST, gosh that was 65+ years ago

I remember we used to take those that fizzled and snap them in half. Then lay them on the concrete and put a lit match to the exposed powder and while the powder burned, we would stomp on them for the bang.

Can't do that any more though. New formulation of the powder or something.
