Statehouse Live: Parkinson signs into law texting while driving ban

— Gov. Mark Parkinson on Monday signed into law a bill that bans texting while driving.

“As we head into Memorial Day weekend and the summer, one of the busiest driving times for Kansans, I am pleased to sign this legislation that will encourage more aware drivers and save Kansas lives,” Parkinson said.

The measure makes it illegal to drive while using a wireless device to write, send or read a written communication.

Drivers caught doing this will get a warning until Jan. 1, 2011, which is when a $60 fine will take effect.

Texting while driving is widespread.

Ninety-five percent of 400 college students surveyed were likely to text or answer a text message while driving, according to a recent Kansas University study.

Lt. Gov. Troy Findley had worked on the issue during the recently completed legislative session.

“This bill was a bipartisan, common-sense solution that I was glad to see the Legislature take a proactive approach on,” Findley said. “As technology continues to advance, we must remain alert of its dangerous effects and continue to take the necessary action to protect Kansans.”

Another provision of bill makes it illegal for anyone under 18 to operate or ride a motorcycle without a helmet or eye protection.

    so how do they prove im texting and not looking up the address on google while im delivering?

      good point, or pushing buttons to make a phone call?

      Not that I think anyone should text, but still...would be tough to regulate.

    Meanwhile, will they start enforcing the ban on poking along in the inside lane – usually while yakking on a cell?

    $60 won't deter anyone. This needs to be five times larger. Further. it should be cause for immediate revocation of a license if the offender is a minor or is driving with a permit.

    I want a law requiring all dogs transported in a car to be restrained. Worse than texting - Muffins standing on driver's lap obscuring their view and distracting them.
