Statehouse Live: Here is the proposed robocall measure; Kansas compiles wind energy overview

? Several readers had questions over the weekend about a proposal by Attorney General Steve Six to ban unwanted robocalls.

Some of the questions dealt with how would the ban work if it were passed into law.

Six’s office sent a copy of the proposed bill to the Journal-World.

The critical language appears to be Section 2a, which states: “A caller shall not use or connect to a telephone line an automatic dialing-announcing devices unless 1) The subscriber has knowingly or voluntarily requested, consented to, permitted or authorized receipt of the message; or 2) the message is immediately preceeded by a live operator who obtains the subscriber’s consent before the message is delivered.”

There also were questions dealing with what kind of penalties would be assessed for a violation.

Each call would be considered a violation of the Kansas Consumer Protection Act and subject to a possible fine of up to $10,000 per violation.

A new report that compiles information on the state’s wind industry was released Monday.

“This report will serve as a resource directory – a phonebook, really – for wind-related businesses to research and contact each other, and it will also serve as an incredibly useful guide for state leaders involved in growing the state’s wind industry,” Gov. Mark Parkinson said.

The Kansas Wind Energy Supply Chain Survey was put together by the Kansas Department of Commerce, Advanced Manufacturing Institute, Climate and Energy Project, Blue-Green Alliance and American Wind Energy Association.

It is available online.

Kansas ranks third nationally in wind energy potential and is in the top 10 states with installed wind capacity with more than 1,000 megawatts, the report says.

Last year, two companies announced plans to build wind energy facilities in Kansas. Siemens Energy will build a nacelle manufacturing facility in Hutchinson, and Tindall Corp. announced plans to build a facility in Newton to manufacture concrete base systems for wind turbines.
