Topeka ? The head of the Kansas Democratic Party has been asked to serve on a panel that will set the rules for the party’s 2012 national convention.

Larry Gates was asked on Monday by Virginia Gov. Tim Kaine, chairman of the Democratic National Committee, to serve on a 37-member Democratic Change Commission.

The panel will recommend changes in the rules for the presidential nominating and the delegate selection process.
