House Democrats offer up no-cost legislation

? Saying the session should be about more than budget cuts, House Democrats on Thursday unveiled a list of proposals that they said would cost nothing — but help Kansans.

“The budget crisis, of course, tops our priority list this year,” said House Minority Leader Paul Davis of Lawrence. “But that does not mean it is acceptable to spend three weeks at a virtual standstill.”

The House Democrats, who are outnumbered by Republicans 76-49, said they would push for legislation to:

— Give neighborhood officials more power in cleaning up abandoned properties.

— Help homeowners rebuild more easily after a natural disaster.

— Establish a state tax moratorium on retirement accounts when small-business owners use the accounts as collateral to secure a loan.

— Freeze credit reports for victims of identify theft.

— Require more campaign finance disclosure.
