House advances bill to limit governor’s power to fill vacancies in statewide elected offices

Chances for final approval seem slim

? A proposal to strip the governor of the power to fill vacancies in four statewide offices advances in the Kansas House.

But the measure, which would change the Kansas Constitution, might not survive a second vote.

It won first-round approval on a 65-50 vote, but needs a two-thirds majority, or 84 votes, on final action.

The governor fills vacancies in the offices of attorney general, secretary of state, state treasurer and insurance commissioner.

Gov. Kathleen Sebelius, a Democrat, named a new state treasurer last year. She picked Dennis McKinney, a Democrat, to replace Lynn Jenkins, a Republican who won a seat in Congress.

Under the proposal, the political party of the former official would nominate a replacement, and the governor would have to ratify it.
