Energy bill might not come up for debate this week

? Speaker Mike O’Neal isn’t sure the Kansas House will debate an energy bill this week.

O’Neal said Monday that the debate won’t occur until at least Thursday and might not happen until next week.

The measure would allow two coal-fired power plants in southwest Kansas. It also would limit the power of the Kansas secretary of Health and Environment — who has been blocking them.

Those provisions are tied to proposals for encouraging the development of renewable energy.

Sunflower Electric Power Corp. wants to build the plants outside Holcomb, in Finney County.

Health and Environment Secretary Rod Bremby denied an air-quality permit for the project in October 2007. He cited the plants’ potential carbon dioxide emissions.
