Democrats show little interest in state treasurer role
Topeka ? A member of one of the state’s most prominent political families isn’t interested in being state treasurer, nor is a legislator whose name also surfaced as a potential candidate.
Jill Docking, a Wichita stockbroker and financial adviser, and Rep. Raj Goyle, also from Wichita, became the second and third potential candidates in four days to remove themselves from consideration. Both are Democrats.
State Treasurer Lynn Jenkins won the 2nd Congressional District seat in last week’s election. Jenkins is a Republican, but Gov. Kathleen Sebelius, a Democrat, will name her replacement.
Some Democrats considered Docking a potential treasurer because of her financial background.
Also, her husband, Tom, is a former lieutenant governor whose father and grandfather were Kansas governors.
But she said Friday that the national financial turmoil would make it difficult for her to leave her clients, some of whom she’s served for two decades.
“I don’t want to presuppose that Kathleen would ask me,” Jill Docking said in an interview. “It is a very difficult time for me in my career and to leave my clients, and I wouldn’t do it.”
Goyle said he wasn’t even aware that his name was on anyone’s list. Asked whether he was interested, he said, “No.”
Jenkins said she expects Jan. 2 to be her last day in the treasurer’s office.
She will be sworn into office as a congresswoman four days later.
The new treasurer will serve until Jenkins’ term expires in January 2011, though some Democrats speculate that Sebelius will pick someone who intends to run for a full term in 2010.
But during a brief interview Friday, Sebelius would say only that she’s looking for a well-qualified appointee. She hasn’t announced a timetable for filling the job.
Besides Goyle and Jill Docking, other potential candidates include House Minority Leader Dennis McKinney, of Greensburg, and Sen. Chris Steineger, of Kansas City.
Neither returned telephone messages Friday.
Democrats also have speculated about Sen. Laura Kelly, of Topeka, the ranking Democrat on the budget-writing Ways and Means Committee. But Kelly said Tuesday that she wasn’t interested.
Last week, Goyle, an attorney, won his second term in the House.
For the past two years, he has served on its Judiciary and Taxation committees. He’s also a member of its Veterans, Military and Homeland Security Committee.
Jill Docking ran for the U.S. Senate in 1996, receiving 43 percent of the vote against Sam Brownback in what generally was a good year for Kansas Republicans because former Sen. Bob Dole was the GOP presidential nominee.
Sebelius named her last year to the state Board of Regents, which oversees the higher education system.
Seats on the board are among the most prestigious part-time jobs in state government, often going to prominent business leaders and retired elected officials.
Tom Docking served as lieutenant governor in 1983-87 and lost a relatively close race for governor to Republican Mike Hayden in 1986.
His father, Robert, served as governor in 1967-75, and his grandfather, George, was governor in 1957-61.
