Topeka ? Legislative leaders expect another round of debate next year over whether coal-fired power plants should be built in western Kansas.

Senate President Steve Morris, a Hugoton Republican, said Tuesday work is under way to draft a comprehensive energy bill that will include allowing construction of the two plants outside Holcomb. He said he would like to work with Gov. Kathleen Sebelius on the issue.

Sebelius vetoed three bills during the 2008 session allowing the coal plants. Her administration has blocked them over concerns about carbon-dioxide emissions.

The Legislature was unable to overturn the vetoes.
