County rules city can’t annex Greyhound Park
Wichita ? The Wichita suburb of Park City cannot annex county-owned land that includes Wichita Greyhound Park, the Sedgwick County District Court has ruled.
In its ruling Thursday, the court determined that Park City “failed to substantially comply with procedural requirements of the state annexation law,” a county news release said.
City officials have said that they approved the annexation because it allowed Park City to fill its borders, not because of the potential economic benefits from the privately owned track.
The county has fought the move, claiming the annexation was “unreasonable” and that the city did not have the authority to annex county property.
The greyhound park offers betting on live dog races and simulcast horse races from around the country, generating about $40,000 in tax revenue monthly. But its value has grown since the state approved slot-machine gambling.
Park City already provides water and sewer services to the area and would have provided police and street services if the annexation stayed in place.
Park City Mayor Dee Stuart said it was possible the city would appeal.
“We still believe it’s a legal annexation, so we’ll be talking to our attorney to consider future actions,” Stuart said.
