Sebelius names new chief counsel

Sally Howard, currently chief counsel to the Kansas Department of Transportation, was named chief counsel to Gov. Kathleen Sebelius.

“Sally has an impressive range of experience in private and public practice,” Sebelius said. “She will be an important part of this administration and a valued member of the team we’ve assembled to work for the people of Kansas.”

Howard replaces Matt All, who recently became vice president and general counsel for Blue Cross and Blue Shield of Kansas. Howard has a law degree from Kansas University.

In 1998, she became an associate counsel with Stevens & Brand, where she worked on health care issues for Lawrence Memorial Hospital.

In 2001, she became a partner in Parkinson, Foth, Orrick & Brown. In 2003, she joined KDOT.
