Officer disciplined after struggle is taped

? A Topeka police sergeant has been placed on restricted duty at police headquarters after a struggle with a handcuffed inmate was caught on tape, the department said Friday.

Sgt. Steve Thompson violated the department’s policies during the struggle April 2 at the Shawnee County Jail, interim Police Chief Steve Harsha said Friday.

Thompson, 34, was placed on administrative leave with pay soon after he was seen on camera grabbing a suspect by the neck and wrestling him to the ground. The struggle prompted an internal investigation by the Topeka police and another investigation by the Kansas Bureau of Investigation into whether a crime had been committed.

Harsha said Thompson will return from administrative leave and work administrative duty at police headquarters until the KBI investigation is complete.

The inmate, William James Bell, 30, pleaded guilty April 3 in municipal court to disorderly conduct and interference charges. He was fined $175 plus costs.

The DVD recording of the struggle, without any sound, shows Thompson trying to move Bell into a chair. Bell appeared to stiffen and turn toward the sergeant. Then, the DVD shows Thompson shoving Bell into a doorway and to the ground. It wasn’t clear if the officer struck the man while he was on the ground, because Thompson’s back was to the camera.
