Topeka ? Gov. Kathleen Sebelius today signed into law a repeal of the “clunker bill.”

Last year, the Legislature approved and Sebelius signed a law that changed the way sales tax was calculated on used car sales between individuals.

Numerous people complained they were being charged sales tax on car values that were much higher than the actual value. The law was referred to as a “clunker.”

So when the 2005 legislative session started, lawmakers quickly worked to repeal the law. Sebelius’ signature means the repeal will take effect in a week or so after it is printed in the Kansas Register.

The new law also provides $5 million in refunds to Kansans who believe they paid too much sales tax on used vehicles. Kansas Department of Revenue Secretary Joan Wagnon is scheduled to explain that refund process next week.
