Sports hall won’t get state funding

? The House defeated a measure Wednesday that would fund the Kansas Sports Hall of Fame.

The House approved a version of the bill in February, but the Senate amended it before approving the measure Friday. House members voted 93-30 against accepting the Senate’s changes, a move that would have sent the measure to Gov. Bill Graves.

In theory, the two chambers could negotiate a compromise, but Republican leaders were doubting chances of that.

“It’s dead,” said House Majority Leader Shari Weber, R-Herington and supporter of the proposal. “We’re going home.”

The bill would have raised an estimated $100,000 in its first year to help pay operating expenses for the hall in Abilene. The Senate limited the funding to four years.

The hall’s director has said the facility would close if it didn’t receive funding from the state.

Under the bill, $1 would be added once each season to ticket prices for one football game, one men’s basketball game and one women’s basketball game at state universities, community colleges and Washburn University of Topeka.

It also would add a 50-cent surcharge on high school championship football, volleyball and basketball games.

House members disagreed with the way funding would be provided, especially the surcharge on high school games.

“This is a highly flawed bill,” said Rep. Roger Toelkes, D-Topeka. “Please don’t put this tax on the backs of high schools.”

The hall was created by the Legislature in 1961, but wasn’t provided any permanent funding. After stints in Topeka and Lawrence, it relocated in 1997 at Abilene in a former downtown bank building.

The hall got its first state funds in 1996 with a $50,000 tourism grant, followed by a $150,000 grant in 1998. It also received $50,000 in state funds in each of the past two years.

Graves didn’t include any money for the hall in his proposed state budget, prompting legislators to push the bill.
