Deleting Spam not a bad idea. He could reveal his technique of spamming to the government along with devising away of preventing it as well as revealing his spam buddies so they can be stopped from spamming. THEN he should be restricted from internet use for a period of 5 years at least and if he is caught spamming again he should serve jail time of about 3 years. That's my take on it.
