Yellow House owners arrested Friday
Two Lawrence business owners are arrested on federal charges.

The owners of Yellow House, 1904 Mass., were arrested Friday on federal warrants and booked into the Douglas County Jail.
Guy and Carrie Neighbors were being held for allegedly "concealing a record, document and other object." The warrants were sought by the U.S. Postal Inspection Service.
The case ties in with a missing laptop computer from Kansas University that was being offered on eBay, according to court filings.
The Neighborses have a long-pending federal court case against them alleging that they sold stolen property. Trials are pending.

My first thought was that they tee'd off the judge by continuing to post via their kids name, after,however, the judge ordered them too cease and desist. Their in trouble now. Big time.
When the feds get involved in an investigation, It's usually not that the persons a serial murderer like Al Capone, who went to jail for tax violations rather than 500 murders. It seems that instead of 500 counts of buying and fencing stolen property; they'll go down for concealment of a document and lying about it.

Hmmmm- I thought I remembered that one of their previous Conditions Of Release required them to stop using eBay. In fact I had heard eBay kicked them off.
Did they get re-instated or (gasp) set up a new account using false information??? Just something to think about (and it seems like they might just have time to do some thinking now).

They really got the court and the cops pissed, they better learn to keep their mouths shut or additional charges will rain down on them.. The First rule,don't piss the cops off, plea and pray. They ratted out that the assistant DA cried in court over their case. Everyone cries, usually it is the perps. I think she should of been given her privacy over the incident. She wasn't charged with anything, so no reason to report her conduct, no one is professional all the time.

actually what happened was the laptop was listed and the pictures included the serial number. At the close of the auction someone called in and claimed the item was stolen using the same serial number that was listed online. Strange thing is, who ever claimed it was stolen waited 2 weeks and until the end of the auction ended before they did anything. IF I had a 2,000 laptop stolen I would have reported it ASAP. When the police went to the yellow house and informed Carrie that it was stolen she gave it back to them (she is out the money for buying it) they were able to look at any paperwork they needed but not Allowed to take it because it was the only proof that showed they had nothing to do with him stealing it. Now the for the good part apparently Giving the laptop back and letting them copy down anything they needed from the paperwork was not good enough. Cont…………..

they Requested that she give the CD's back that came with the laptop, She told them that she needed a day to get the CD's back because she had loaned them to out, They were not happy with allowing her time to gather the property which was now claimed stolen or take the paper work associated with that transaction until after they let their attorney make copies. They returned with in a short time with a search warrant for the 4 CD's and the paperwork for the transaction . When they could not find the 4 cd's(which were not even in her possession ) or the paperwork (which had been sent to the attorney) she and GUY were arrested for obstruction of Justice and they were taken to the Douglas county jail you can call them and ask them your self 785-843-1000 Crazy thing was they were arrested @ 5:00 pm on Friday if you get arrested @ 5:00pm on friday you have to spend the weekend in jail because you cant see a judge until monday. So this was an attempt to look up the neighbors for the weekend. When are they going to leave my parents alone ?

They wait till the end of the auction to do anything Alexander because its not considered selling stolen property until the item is actually sold. They probably did contact the police prior and they waited out the auction. So did Carrie have the copy of their drivers liscense (the one who sold it to her) and the other documents that should have been used from day one but she knew if she did that she couldnt claim that they didnt know they were stolen. Boo hoo ya know they will be out and back in business or should I say garage saleing (cause thats all that store is is one big garage sale )in no time

yes she did have his DL info and the police copied it down. When they came back they decided they wanted the original paper but she sent it to the attorney. The problem is if she gave them the original the police have a way of making it disappear, why else would they want the original when they already had made a copy of it.
Sure her shop is one big garage sale.
The shaved ice on iowa is just a ice in a cup w/ flavor shop
chipotle is just a burrito shop.
Lawrence is made up of small businesses. One of which is being attacked by the police dept. In retaliation for the chief Ron Olin getting arrested.

Actually, for those that aren't intelligent enough to research before they post, you do not have to be Al Capone to catch a federal case. Any transaction that crosses state lines or utilizes the U.S Mail (hence the Postal Service seeking the warrants) will land you in the federal arena. I personally take afront when law enforcement use Gestapo like tactics on our community merchants. The 5 o'clock warrant service was a personal dig against 2 fine citizens. They returned the allegedly stolen goods without haste and without whining about the probably substanstial amount of monies they paid and were out. And in regards to “keeping their mouths shut”, our founding fathers would roll in their grave at such cowardice sheep like postulates. give me liberty or give me death!

The Lawrence Police Department needs to be more open. And more oversight wouldn't hurt, either.
That's according to some Lawrence city commissioners.
“They are not forthcoming,” Commissioner Mike Rundle said.”We need a genuine partnership.”
Commissioners say that in general and for some time, the department has been less than open about providing information, causing growing concern that the police and public they are responsible for protecting don't communicate often or well enough.
The latest concern follows news last week of an FBI inquiry into allegations that Lawrence Police officers might have presented themselves as FBI agents in the course of the department's ongoing investigation of an alleged fencing operation at Yellow House, a secondhand store at 1904 Mass.
Rundle and other city commissioners said they would be willing to reconsider a citizen review board with broader powers to handle concerns.
“It's simply time to have such a mechanism in Lawrence,” Rundle said.
Commissioner Boog Highberger suggested a similar idea during his tenure as mayor, saying there was a certain level of “distrust” among some members of the community.
“I think we need some mechanism outside the direct control of the police department to give citizens assurances about our police department,” Highberger said in August 2005.

smitty, yes because during this investigation the police were originally trying to pass off what Ron Olin was doing on to the the yellow house owners. The only problem was he was cought red handed. A lot of stuff that was seized from the YH owners as evidence disappeared from the evidence rooms yes plural rooms. Along with that tons of other peoples stuff was missing as well. Why else do you think they made them sign a gag order specifically stating they would not talk about the missing evidence. IF they were so worried about that, how about they make the evidence public ? They can't

You should call any of these people and ask them why the chief was arrested. I would be willing to bet you they will tell you its nun-ya bizness even though it was because of something he did while serving the public.

littlegrace you are getting confused with all the BS and lies being put out by smitty and was-(something), and that is not hard to do.
This particular thing (the KU computer) was just stolen recently (Iam am not good at links, but it was just in LJW in Crimes Report). The entire investigation started several years back, but even after being charge YH continues to do business, even in eBay who supposedly they are banned from using, both by the Feds and eBay itself.
If you continue to flaunt and tease the law, IT will come down on you at some point - just ask some of the people in Fed. Prision (where the Neighbors are headed).

Sevier case was sad. It was a bad deal and not properly addressed. There should be a Independent review board, Stronger relationships and better communications between the Police Department and the community needs to be built. It will make both the community and the Police safer and stronger. Olin has run a closed ship for a long time and it has fostered too much of a us and them culture. Too many cases have gone under the umbrella of “we were satisfied with investigating ourselves and found no wrong doing”. I don't think the police are corrupt, but I think they no longer feel part of the community and members of the community don't feel they can file a complaint and get heard.

Nope. The Sevier case was sad. I am glad you are so proud of the warm and fuzzy policy changes, Warm and fuzzy is nice but almost irrelevant to good police and community relationships. Good communications between the police with the community should be strong and part of an ongoing well considered policy involving both the police and the community. There is not an independent review board except one mandated by federal law that is restricted to very specific matters such as profiling. I am not sure of the reading of the law or definitions but in no way do they address other complaints nor do they have power to do so. They act upon complaints passed to them from the police department. If you wish to discuss how we can strengthen the police and community by increasing communication and sharing the responsibilities of review. I would welcome that. If you don't have any ideas to further that and wish to disabuse me of the notion that we need anindependent review board with powers. Tell me the name of the board and it's duties.

Stolen property does seem to be their forte. KU's stolen property from a burglary. These disk are not just operation system disk, not all of them for sure. Having these disk would clue YH as to the computers true owner. She says she loaned them out, which I don't believe her for one minute. These disk are the smoking gun of evidence and will prove that YH knew this computer was possibly stolen, but they did not care about that. Returning these disk will incriminate YH beyond any reasonable doubt that this computer was in fact stolen and they received it knowingly. Withholding evidence like these very disk is why their in jail.

I have to say that your statements are a little hard to follow, but having the discs (imo)ADDS credibility to YH, that they purchased the laptop in good faith. Think of this, how many people actually store their system discs with their laptop? Very, very, few. They (system discs) are always at the bottom of some drawer in a desk or in a box somewhere.

If they were system disks and were loaned out for someone to use other than the computer they came with, then that's technically pirating.
Anyway, if this is a new charge, fine, so be it. If it's not, they need to either get the trial going, or just stop. Honestly, I think there is wrong doing on all parts, but shouldn't it have at least gone to trial by now? Like my dad used to say, “sh.t or get off the pot”. Seriously, it's old news now.

They don't keep firing their lawyers, the lawyers get threatened by the prosecutor to get rested them selfs and they back out of the case, you gotta admit its a good tactic especially when the prosecutor just wants to drag this on because she has got no proof that they are knowingly selling stolen goods, thats what fencing is. If you notice they have not been charged with fencing which was the reason for this investigation They needed to show my parents were doing something illegal so they could use the IRS to seize the store . The problem was my parents were not fencing and they WERE running a legitimate business and paying taxes. Thats when the IRS Backed out and said they were not doing anything illegal. So now for the last 4 years the Federal prosecutors have been trying to save face by trying to charge them with something.
Now the Feds are just mad they keep throwing them in jail and try to keep them there and they are released each time because the reason they were put there does not warrant them being there .

Olin asked Terra D morehead, Mrs.Parker IRS Agent Rob Jackson and the postal inspector to assist and he prolly told them that he had just uncovered the largest fencing operation and money laundering case in kansas history, and instead of using regular channels like getting all of the evidence first before going after them he prolly just said I got all the stuff to convict them.
If you notice right after the 1st raid they claimed all of this stuff , well here we are 4 years later the postal inspector has backed down, the IRS has backed down, 2 out of 4 Gov't establishments have dropped the case the only 2 left are the police dept and the feds who, when they drop the charges for the 3rd time will get their butts sued off for all of this crap they are doing to the neighbors

I have done business with Yellow house and have no complaints. They are very friendly people. Is it too much to think that the LPD and the FBI are in co-hoots because they don't have anything substantial? Why is it the small business has sudden statewide exposure? Just because some crooks sold them stolen merchandise, does not mean they knew it was stolen or had any intentions of trying to sell stolen items. I think more time should be spent trying to capture the thieves that originally started the process and let the Neighbors get a break. What is the difference if someone returns a stole item at Walmart and they re-sell it? Perhaps if the Yellow House was a franchise, this would not be happening.

just received an update, the Cd's that she was arrested for where Hers. She had created a pack of software which was put on cd's that she was going to include with the laptop. The police thought that the cd's were originally with the laptop and they wanted them but they were created by carrie. She told them no she was not going to give them her cd's. They also did not have a warrant for the CD's . when she told them she was not giving them her cd's they arrested her and Guy neighbors for obstruction of Justice.

Alex- Your mom copied software and was going to include the copies with the laptop, right? Did your mom own the software and have the right to copy it and sell it along with the laptop?
Maybe your mom and dad need to learn some manners with the police. Are they harassing the police? Treat people the way you want to be treated.
As for your parent's lawyers being threatened, come on. I think it is getting really deep. I know plenty of lawyers and they do not get threatened by the police like you say.

Anyways the POLICE were not supposed to have ANY contact with the Neighbors what so ever. They were supposed to contact the attorneys for the neighbors if there were any issues.
So the police should not have been in the store in the first place.
commuter you have no Idea of the political situation that is unfolding before you. I am able to comment here with out fear of retaliation from the Lawrence police Dept. because I am not in Kansas. It is obvious they have been trying to put my parents in prison for the last 4 years to shut them up because they are exposing the truth.

Ku investigation….. Then why are they being held on a Federal warrant ?
Ku investigation….. Carrie gave the laptop to the police to return to the right full owner. Plus she allowed them to review the paperwork the guy filled out which they did and then left.
Ku investigation…. I have the Security tape which has the conversations between the KU police and the LPD and once I digitize it and put it on youtube you will be able to see whats really going on.
Why is the family so stupid…… why have they not been charged with fencing yet ? why has the current charges been dropped twice ? why did the chief of police get arrested ? from where I am sitting its looking like the lpd and the federal prosecutors are looking stupid.
Drug habit ? what Drug habit ? he has been on bond for the last 4 years taking drug test 3,4, 5 times a month.
Only a police review board could explain it…. o wait Lawrence doesn't have one, so the police can do what every they want and not have anyone watching over their shoulder.

An independent REVIEW board might of saved us a couple of million. If there are indictments and legal issues the city commission should put the personnel involved on a leave of absence until they are resolved. Most professional bodies would do that, maybe it just didn't occur to those that have faced their own time of being accused (and being found guilty). No big deal to them. They paid by attending a special class in their duties and never answered community questions. I guess they still feel we don't need to know what is going on. We must trust them as they love Lawrence. Politicians are gods, we must have faith.

why did I know that once you understood the “advisory” board on profiling was neither independent nor a review board you would shift to say the City Commission was one. lol
good try, but sad. We really do need an independent Review Board, one not made of the elected politicians which by the way are also the bosses of the Lawrence Police Department. Normally a review board is appointed by the commission but serve terms. No one in their right mind doesn't understand the difference. Check how other cities do it, some have been successful and some haven't.

I am sorry I was rude to the person who thought the City Commission was an independent review board. That was arrogant and unkind. The city has not discussed having a review board and I was familiar with such boards by living in other cities. I apologize. I understand that many people think there is no point in having boards and commissions and I respect that attitude, I don't agree. I think a strong review board would strengthen both the police and the community.

why would you assume that guy and carrie are harrassing the police!!! whatever !!! the police use survelance cameras to watch them —thier own business—i know how the good ol boy routine with the police work in this town-and yes the police are very vindictive and will harass you if they get a inkling that they will be caught for wrong doing—i have done busines with the neighbors for years and they will stand behind the products they sell, a lot to say when your local dept. stores wont, they are good people and have raised good children and would help out anyone that needs it—surely the police wont help out a homeless person!!

BTW, if you don't mind having a group of people who have no idea what your work is telling you the actions you took were right or wrong, by all means, let's have a review board for every job put there. The American Bar Association (other lawyers) oversees lawyers and the American Medical Association (other doctors) oversees doctors. We want civilians who watch COPS and Andy Griffith to oversee the police? That makes sense!?!?! I can just see smitty sitting on the board. LPD would cease to exist.

I have not said I have a problem with the police. I have admiration and confidence that the majority of our police are brave and true people and I wouldn't hesitate to trust my life to them. Which we do everyday. I think that better communication and a review board would strengthen the effectiveness of the force as well as act as a conduit for the community to address problems and even suggestions. Complaints are seen as problems, sometimes they are solutions.
