Lawrence man suspected in Wichita homicide surrenders to police after hourslong standoff at apartment complex

A Lawrence man suspected in a Wichita homicide surrendered to police on Wednesday afternoon after an hourslong standoff that required an apartment building near the University of Kansas campus to be evacuated, according to a police news release.

The man, 63-year-old Kevin L. Harris, has been charged with first-degree murder in Sedgwick County in connection with the death of Jose Lumbreras on Aug. 21, according to court records.

In its release, the Lawrence Police Department said that around 11 p.m. Tuesday, police were alerted that the suspect was at an apartment in the 1400 block of Bristol Terrace, and the department set up a perimeter around the building. When it became clear that the man, who was believed to be armed, was not going to come out, officers began evacuating the building.

The release from police said negotiators convinced the suspect to allow another person who was in the apartment to leave before the man himself finally exited the apartment and surrendered around 3:30 p.m. Wednesday.

Harris was turned over to Wichita police investigators, the release said, and was to be transported back to Wichita.

The address officers responded to is part of the Meadowbrook Apartments complex off of Bob Billings Parkway near the University of Kansas campus. A resident of Meadowbrook told the Journal-World that his neighbor had seen police gathering outside the complex as early as 6 a.m. at a nearby church. He said when he tried to retrieve his mail Wednesday morning, he encountered an officer in the hallway who asked him to stay inside his apartment. Later, at around 1:30 p.m., he said an officer knocked on his door and asked him to evacuate the building, and he was allowed to return to his apartment at around 3:45 p.m.

Several agencies assisted Lawrence police in resolving the standoff, the release said, including the Douglas County Sheriff’s Office, Lawrence-Douglas County Fire Medical, and the Topeka police. Nobody was injured or required medical treatment as a result of the standoff, the release said.
