Lawrence man bound over for trial on child sexual exploitation charges

A Lawrence man who is charged with a child sex crime was bound over for trial Tuesday in Douglas County District Court.

Charles Ray Tingler Jr., 46, was charged Sept. 17 with two counts of sexual exploitation of a child, a mid-level felony, in connection with allegations stemming from June 2016. He is alleged to have possessed images that portrayed a child under 18 “shown or heard engaging in sexually explicit conduct,” according to his charges.

In a separate case, Tingler is charged with allegedly interfering with law enforcement at the time a warrant was served for his arrest.

On Tuesday, Tingler waived his right to a preliminary hearing, and he is set for arraignment on Nov. 5. His defense attorney, Joshua Seiden, told Douglas County District Court Chief Judge Peggy Kittel that both cases might be resolved by a plea.

The Journal-World has requested the police affidavit supporting Tingler’s arrest, but the judge has not yet made a ruling on whether it will be released.

As of Tuesday afternoon, Tingler was being held in custody at the Douglas County Jail on $25,000 bond in his first case and $10,000 in his second.
