With two multifamily housing developments under construction in Eudora, its city manager hopes to keep building on momentum

As construction is underway on a pair of housing developments in Eudora, its city manager is optimistic more housing development is on the way for the community just east of Lawrence.
In April, community leaders and development partners celebrated an official groundbreaking for the 10 Union Lofts project, a 96-unit multifamily development that will have 30 one-bedroom, 60 two-bedroom and six three-bedroom units. That development is on the same site as Paschal’s Landing, another housing development that will feature 36 multifamily units — 24 two-bedroom and 12 three-bedroom. Thirty of the 36 units there will be affordable housing.
Although the projects have different lead developers, Zack Daniel, the city manager of Eudora, told the Journal-World both complexes will be at the corner of 10th and Peach streets, which is north of Eudora Elementary School.

Daniel said neither project is in a special tax district, but both received tax breaks to support their development. The Eudora City Commission helped support the 10 Union Lofts project by issuing industrial revenue bonds, which allow a sales tax exemption for construction and a 10-year, 75% property tax abatement, Daniel said. The Paschal’s Landing development received $830,000 in low-income housing tax credits from the state in 2024, according to the Kansas Housing Resources Corporation. The construction will also bring sewer infrastructure on site, which Daniel hopes can create more development opportunities along the corridor.
The city has made moves to bring in a mix of different housing options this year. In January, the Eudora City Commission voted to approve a pair of special incentive districts that could eventually bring more than 250 single-family units and 49 duplexes to the city, as the Journal-World reported. Additionally, the city agreed to sell the remaining lots just north of the Kansas Highway 10 and Church Street interchange to a developer in December 2025 for a mixed-use project that could add 335,000 square feet of commercial and multifamily development to the city.
Construction for the Paschal’s Landing project began earlier than the 10 Union Lofts project, and the developers estimate it should be finished in November 2026. Daniel said the 10 Union Lofts project should be finished in 2027, and he thinks both projects are a “signal of the momentum” for Eudora’s effort to add more housing.
“We hope to see more groundbreakings and ribbon cuttings for a variety of projects over the next year and beyond,” Daniel said.
