City, county leaders could adopt ‘A Place for Everyone’ plan this week

After the upcoming Douglas County Commission meeting on Wednesday, City of Lawrence and county leaders might have signed off on a joint resolution to adopt “A Place for Everyone” as the community’s strategic plan to end chronic homelessness.

As the Journal-World has reported, the joint resolution appears on both governing bodies’ meeting agendas this week.

But at the Lawrence City Commission, it’s included as part of the meeting’s consent agenda, which includes items that are generally considered routine and can be approved by one vote from commissioners without any discussion. On Wednesday, county leaders are considering the plan as part of their regular agenda, which typically includes further information from staff and an opportunity for public comment.

While the plan has been brought up during numerous City Commission meetings in recent months, city leaders have only once heard a detailed presentation about it as part of their annual joint session with the County Commission in January.

The Journal-World has reported on the five specific goal areas of the plan — equity and inclusion, affordable housing, supportive housing, systems and emergency shelter — as part of a series during the past month. The plan calls for more than $267 million in estimated spending in the next five years.

“While current city and county budgets provide a foundation for plan implementation, additional funding strategies will be needed,” the agenda for Tuesday’s City Commission meeting reads. “These strategies will include grant applications and strategies to leverage public investment to spur private development.”
