It shouldn't just be special events, either. It's silly to not be able to pop into a pub, grab a beer, and continue on down the sidewalk.

They don't want you to drive a car and talk on your cell phone or drive a car and drink. You can walk and talk on your cell phone, so it only figures that you should be able to walk and drink.
