Does this have to be an either/or issue? I think it is desirable to clean up and make use of this land. The government no doubt needs to play a role, but it would be desirable to have a private developer take a large part of the risk of buying, developing, and managing the area.

I thought the City was in a financial crisis. How can we afford to buy it and clean it up? Or are we being lied to----- again?
