In a July 6, 2011, photo, Maurice Lewis walks with his dog, Harley, in the former Cedar City area, just across the river from Jefferson City, Mo. Lewis lived in this block through the floods of 1993 and 1995 and was one of the few whose home was inhabitable after the flood of 1993.
