To the editor:

There seems to be universal agreement in the United States that illegal immigration from Mexico and Central America is a problem. I question then why, as revealed in the Senate Foreign Relations Committee on Feb. 8, has the Bush administration cut economic aid to the poor in these regions for the last six years, making it more likely that these impoverished people will come into our country illegally?
