— Authorities are appealing to the public to help solve a case involving a newborn dubbed "Precious Joe" whose body was found decaying along the side of a road three years ago.

Kansas City Power & Light Co. workers in Platte County discovered the body of the infant boy sticking out of a plastic bag on April 26, 2004. Police said the baby's body had been partially eaten by an animal.

A hoop earring was found near the child's body, and people have called in tips. But little progress has been made.

"Someone knows what happened to this baby and how and why he was placed in this location," Kansas City Police Chief Jim Corwin said.

Precious Joe was named in part after "Precious Doe," a little girl who was found decapitated in a wooded area of Kansas City in April 2001. She has since been identified as 3-year-old Erica Green, whose stepfather is charged with first-degree murder in her death.
