Legislators shape state budget proposal

? Legislative negotiators have fashioned an $11.7 billion state budget that largely follows recommendations from Gov. Kathleen Sebelius but lacks two of her new social service initiatives.

The spending plan for the fiscal year beginning July 1 excludes $3.5 million Sebelius proposed to ensure that all Kansas children age 5 and under are covered by health insurance and $250,000 for a new mentoring program led by retired Kansas State University football coach Bill Snyder.

Like the governor’s spending plan, the negotiators’ proposal would provide slightly less overall for state government during the next fiscal year. The decrease would be $142 million, or 1.2 percent, though that bottom line will change after legislators resolve education funding issues.
