Administrative Hearing Order in the Henning Case October 2, 2008
This is a copy of the order from Edward Gaschler, administrative hearing officer, in Deborah Kay Henning's appeal against the Kansas Department of Social and Rehabilitation Services. The department had determined that Henning had neglected a 13-month-old boy, who suffered burns while under her care in March. Gaschler reversed the decision, saying that SRS' ruling was not supported by "clear and convincing evidence."
