Pat Roberts 2008 campaign: (AP) Farm Disaster Proposal Divides Senators: Senators from the Plains states are trying to persuade colleagues to create a permanent disaster fund for farmers despite objections from some farm state senators, environmentalists and the White House. Proponents have found a way to include $5 billion in the Senate’s version of the farm bill to reimburse growers for weather-related crop losses. While politically popular in Plains states, the issue is troubling to some environmental and farm groups that would like the money for other needs. … Sen. Pat Roberts, R-Kan., has said he is concerned that the program could be used as a “slush fund” for nonagriculture programs. “We should consider disaster on a merit and need basis,” he said.Rep. Jerry Moran (R) !(Salina Journal) Building solar: A federal tax credit incentive for property owners to install solar-powered heating equipment is scheduled to expire this year; a resolution in Congress would extend that tax credit through 2016. To date, H.R. 550 has 116 co-sponsors — and Rep. Jerry Moran, R-Hays, plans to add his name to the list when he returns to Washington next week. Moran saw the light after meeting Thursday with Bob Dolan, owner of Salina-based BMK Plumbing and Solar of the Midwest, and visiting two local homes that make extensive use of solar power to provide heat in the winter and hot water year-round.
