Letter to the editor: Don’t allow public camping

To the editor:

I would like to congratulate the City Commission and city staff on the completion of our Pallet shelter village. It looks to be well thought out and functional. I hope the city will run this facility with strong management. A well-defined code of conduct should be developed and strictly enforced; otherwise, we will only be moving the Johnny’s campsite to the Pinkney neighborhood.

Please know that if this letter seems harsh that I write it only with the best intentions in mind for our homeless population. I worked as a citizen and later as a commissioner to help develop the Lawrence Homeless Shelter.

Recently we have seen a spike in homicides that have been spawned in our unregulated camps. I think that the homeless population can be divided into two groups. The first group is located in approved camping facilities as well as the shelter and other charitable institutions. These people are trying to improve their lives with our help. The second group is generally made up of individuals who don’t want any structure and rules. They live in a lawless environment that breeds violent behavior.

Enforcing our current ordinance and closing these unauthorized camps will help individuals to accept a law-abiding livelihood. It will also send a strong message that Lawrence will not tolerate unlawful behavior. Individuals that want to “hang out” here and not follow the rules will not be welcome.

I absolutely implore that the City Commission, in conjunction with staff, enforce the no-camping on public grounds ordinance for the safety and well-being of all our citizens and the livability of our neighborhoods.

Bob Schumm,

Lawrence
