Shelter resident charged with lewd and lascivious conduct in library parking garage

A shelter resident was arrested Sunday on suspicion of lewd and lascivious conduct in the parking garage near the Lawrence Public Library.
According to Lawrence police, officers were called to the upper level of the Vermont Street parking garage by witnesses who said they saw a man lying down with his pants at his knees touching himself “inappropriately.” Officers also witnessed the behavior, police said.
The man was arrested and city personnel authorized a criminal trespass warning for the Vermont Street Parking Garage, the New Hampshire Street Parking Garage and the 1 River Front Plaza Parking garage.
Douglas County Jail booking logs indicate that Reginald Leron Brown, 31, whose address is the Lawrence Community Shelter, was arrested shortly before 3:30 p.m. Sunday.
Brown was charged Monday with one count of lewd and lascivious behavior, a misdemeanor.
Court records indicate that he was convicted earlier this year, in three separate cases, of criminal damage to property; interference with law enforcement and battery on a law enforcement officer; and endangerment — all misdemeanors.
