Affidavit alleges Eudora man committed sex crimes against young teen

A recently released police affidavit alleges that a Eudora man exposed himself numerous times to a young teenage girl over video chat and that he forced the girl to touch him.

The man, Justin Robert Royer, 42, is charged in Douglas County District Court with one felony count of aggravated indecent liberties with a child under the age of 14 by fondling or touching the child and one felony count of lewd and lascivious behavior by exposing himself to the same victim, according to charging documents.

Royer began exposing himself to the girl during video chat calls using Google Meet starting around December of 2022, according to the affidavit in support of Royer’s arrest. The two exchanged about 20 video calls through June of this year until an adult walked in on the girl chatting with Royer, saw Royer’s exposed genitals on the call and called the police, the affidavit alleged.

When police interviewed the girl about Royer’s behavior, she said that the video calls usually lasted for several hours and that Royer would often take off his pants within the first 10 minutes of the call, according to the affidavit.

The girl later told police in a second interview that in the summer of 2019, when the girl was in Royer’s care, he forced the girl to make sexual contact with him while he also touched her inappropriately as she repeatedly tried to pull away.

Royer was arrested on Oct. 26, as the Journal-World reported. He is currently free on a $25,000 surety bond and is next scheduled to appear in court on Dec. 13.
