Man shot by police in eastern Lawrence was reportedly armed, had multiple run-ins with legal system

The Kansas Bureau of Investigation has identified Michael Scott Blanck, 43, of Lawrence, as the person who was fatally shot by law enforcement on Sunday in eastern Lawrence.

Around 5:30 p.m. Sunday, Lawrence police officers were called to a residence in the 1700 block of East 21st Terrace in reference to a report of criminal damage. While officers were on scene investigating, they were confronted by an armed subject, LPD said in a news release Monday morning. LPD offered no details about what happened next, but said only that “officers discharged their firearms” and that a person died. LPD did not release the person’s name, age or any other details.

In accordance with LPD policy, the investigation of the officers was turned over to the KBI, which is the agency that released further details Monday. The KBI said that preliminary information indicated that police had responded to the report of a broken window at 1715 E. 21st Terrace. Officers had been informed that a male suspect was inside the residence. Officers did not enter, and the homeowner was not home at the time of the incident, the KBI release said. Blanck met police outside the residence, and when police attempted to make verbal contact with him he pulled out a handgun and pointed it at the officers, the KBI said. Three out of five of the responding officers then opened fire, striking Blanck multiple times.

Blanck was shot at approximately 7:20 p.m. Sunday, around two hours after police were first called. Emergency crews declared Blanck dead at the scene. The KBI investigation is ongoing; once complete, the findings will be turned over to the Douglas County district attorney for review.

On Monday morning, a crime scene unit was at work at the home — a duplex — where two trucks in the driveway had flat tires, apparently from gunfire. Neighbors told the Journal-World that they had heard multiple bursts of gunfire Sunday evening and then had watched the police work the scene for several hours. The fatal shooting happened in the front yard of the home, which is owned by a man believed to be the father of Blanck.

Some neighbors said that the home had been the site of multiple disturbance calls to police recently. One neighbor said that there was a confrontation Thursday at the home and that police were called; then on Saturday there was another incident where a person, reportedly Blanck, was seen outside the home with an assault-style rifle.

Blanck was previously convicted of aggravated battery and felony obstruction, according to court records, and was awaiting sentencing on Oct. 28. He also faced a charge of violating a protection order.

Blanck also has previous convictions in Douglas County for felony robbery, multiple counts of misdemeanor theft, and he was convicted of at least a fourth DUI in 2012, according to the Kansas Department of Corrections.

The officers involved in Sunday’s shooting are on paid administrative leave for the foreseeable future, according to Lt. Myrone Grady of the LPD.
