Eudora man indicted on federal robbery charge in connection with alleged Lawrence incident

A Eudora man facing several felonies in Douglas County has been indicted on one federal count of robbery.

Raymond Paul Stilley, 31, was indicted Wednesday on a federal robbery charge, according to a news release from the office of Stephen McAllister, U.S. attorney for the District of Kansas.

Stilley’s indictment alleges that on July 12, he forced two people to provide their PIN numbers, credit and debit cards to make withdrawals at ATMs in Topeka and Lawrence under threat of violence.

Topeka police reportedly arrested Stilley after a standoff in which he refused to get out of his car, according to the news release. That arrest occurred July 14, according to a Facebook post from Lawrence police.

On Monday, Stilley was charged in Douglas County District Court with nine felonies: two counts each of kidnapping, aggravated robbery, mistreatment of a dependent adult or an elder person and criminal threat, and one count of aggravated burglary.

The charges allege that Stilley took cash and cards from the two adults after entering a Lawrence home and while armed with a handgun. All the Douglas County charges, stemming from reported incidents on July 12 and 13, allegedly involved crimes against the same two adults.

“The federal indictment will not affect Stilley’s Douglas County case and we will continue to prosecute it,” Dorothy Kliem, trial assistant for the Douglas County district attorney’s office, said via email Wednesday.

According to Douglas County Jail records, Stilley was booked at noon Saturday and remained in custody Wednesday on $150,000 cash or surety bond. His next Douglas County court appearance is scheduled for Aug. 5.
