Lawrence man drove around exposing himself to children and KU students, affidavits allege

Over a span of just more than 24 hours in August 2018, a Lawrence man drove around exposing himself to several women and two children, police affidavits allege.

David Daniel Schumock, now 28, was arrested in November 2018 and charged with four counts — one felony and three misdemeanors — of lewd and lascivious behavior.

The charges stem from four reported incidents in which Schumock was reportedly driving around and masturbating. Court documents allege that police also found sex toys in his vehicle, including one under the driver’s seat.

The Journal-World requested and recently received one affidavit from the Lawrence Police Department and one from the University of Kansas Police Department supporting Schumock’s arrest. Allegations in affidavits have not been proved in court.

In his financial affidavit in court documents, Schumock wrote that he is a self-employed house painter. Police allege that he was driving a distinctive light gray or silver Dodge Ram 2500 pickup with a large ladder rack and ladders, but no identifiable markings indicating a company name.

The first incident was reported around 11:30 a.m. Monday, Aug. 13, 2018, in the 1400 block of Memorial Drive on the University of Kansas campus. A woman said a man had stopped his truck nearby and asked her for directions to “student housing.” When the woman asked which one, the man said “the Union,” according to the affidavit. That’s when she noticed that he appeared to be masturbating.

The woman said the man was white with short brown hair in his late 20s or early 30s with no glasses or facial hair. She identified him as Schumock in a photo lineup “with a 100% positivity,” according to the affidavit, though the timeline of when that occurred is unclear.

The next alleged incident, though reported a few days later, occurred that afternoon. A 9-year-old boy and his cousin, a 10-year-old girl, were reportedly walking westbound on the north side of 19th Street near the Louisiana Street intersection just before 6 p.m.

The girl was looking another direction, but the boy told police that a truck slowed down as it drove by, and inside he saw the driver raise himself up to expose himself through his window, according to the affidavit.

Both children reportedly told police that once the truck passed, it looked like it might be slowing down to possibly turn back, so they ran back to the home of the girl’s mother, who is the boy’s aunt. That alleged incident led to the sole felony charge in Schumock’s case.

Around 10:30 a.m. the next day, Aug. 14, 2018, KU police were called to the area of Chi Omega Fountain, 1339 West Campus Road. Two KU students and members of the nearby sorority reportedly said that a man had driven by and said “Hey, ladies,” and when they looked over they saw that he was masturbating. They gave a similar description of the man and of the truck to the one the first woman gave the day prior.

Later the same day, KUPD officers were dispatched to Lot 52, which is behind JRP Hall near the 1100 block of West Campus Road, on another report. There, two women said they saw the driver moving his right arm up and down and believed he was masturbating.

Another officer stopped Schumock’s truck in the 1300 block of Jayhawk Boulevard around that time, according to the affidavit. Schumock was taken to the KU Public Safety building for questioning but he refused to speak with officers.

In a search of his truck that day, a KUPD officer reportedly found a bag of marijuana and “three apparent masturbatory aids/sex toys,” including one under the driver’s seat, according to the affidavit.

A few days later, the boy’s parents called police after he told them he was positive that he saw the same truck while they were traveling on Iowa Street.

According to the affidavit, the boy’s parents dropped the boy off at school the morning of Aug. 16., 2018, then located the truck and confronted the driver at a paint store in the 2400 block of West 31st Street. They told police that the man refused to provide his name and said they had it all wrong, and there were a lot of trucks in the area that looked like his, according to the affidavit. One parent told police the man began to yell and eventually left the area.

KUPD informed LPD about the three exposure cases on campus involving “the exact same Dodge truck” and its registered owner, Schumock, according to the LPD affidavit. Lawrence police reportedly attempted to contact Schumock several times over the next couple of days, both by phone and at the address KUPD had provided, but they were not successful.

The incidents were initially charged as two cases, but court records indicate that the judge granted a motion from prosecutors to join them together, based on their similarity and proximity in both time and location.

Schumock’s appointed defense attorney, Carol Cline, wrote in a motion opposing joining the cases that “the State wishes to bolster its weak felony case by bringing in three additional witnesses in misdemeanor cases,” and that “the prejudice to the defendant outweighs judicial convenience.”

Schumock is scheduled to appear in court Wednesday afternoon, online court records indicate.

Cline, reached via email Friday, declined to comment for this article.

The Douglas County Sheriff’s Office has twice declined to release Schumock’s booking photo.
