Lawrence City Commission to consider revisions to method used for prioritizing spending on capital projects

Lawrence city leaders will soon consider revisions to the city’s relatively new method for prioritizing the infrastructure projects and other capital expenses that make up a significant portion of the city’s budget.

As part of its meeting Tuesday, the commission will consider revisions to the prioritization method for the city’s Capital Improvement Plan that scores one-time projects and purchases. The method is used to help create the city manager’s recommended CIP, which the commission considers as part of its annual budget process.

The commission adopted the new prioritization method in May 2020, and it is used to score one-time projects and purchases against 10 factors or categories. The prioritization method was developed before the commission adopted its new strategic plan in 2021, and the commission will consider various revisions to the method that more directly align the CIP with the strategic plan and the city’s process for evaluating strategic plan progress, according to a city staff memo to the commission. The city is also recommending some changes to the CIP policy.

In other business, the commission will:

•Receive an update on one of the five goal areas of its strategic plan, prosperity and economic security.

•Consider adopting changes to the city’s Right-of-Way management program.

•Consider executing a supplemental agreement to the city’s existing $2.48 million agreement with TREKK Design Group LLC for engineering services for a storm water system assessment and model creation program.
