Lawrence man charged with raping 14-year-old

A Lawrence man has been charged with multiple counts of raping a teen.

Steven L. Capps, 39, was arrested Saturday, according to jail records. He was charged Monday with two counts of rape and one count of aggravated criminal sodomy, all felonies, according to a complaint filed in Douglas County District Court.

He allegedly assaulted a 14-year-old victim who was incapable of consenting because of mental deficiency or disease or because of the effect of alcohol or drugs, according to the complaint. The crimes allegedly occurred this month, according to the complaint.

Capps was jailed on $250,000 bond, according to court records.

Capps made his first appearance in court Monday, where attorney Hatem Chahine was appointed to represent him, according to court records. His next hearing is scheduled for Aug. 1.

The Journal-World requested Capps’ mugshot from the Douglas County Sheriff’s Office, but the request was denied.
