Council member storms out of meeting after Basehor City Administrator Mark Loughry fired

The Basehor City Council voted Monday night to oust City Administrator Mark Loughry from his position.

After the 3-2 vote, one council member stormed out of the building.

The administrator, who was hired in 2009, was not at the meeting because he was on vacation with his family, said Mayor Terry Hill. Hill said he wished he could veto the measure to fire Loughry.

“If I could do anything about it, I would,” Hill said. “I don’t know what it would be.”

The vote to oust Loughry came following a discussion about an addendum to Loughry’s contract.

City attorney Shannon Marcano said the proposed addendum was meant to formalize the pay and benefits that Loughry’s contract originally “anticipated.”

But council president Dennis Mertz said he didn’t believe that was the case and neither did a previous city attorney. The council voted against the addendum and then voted to remove Loughry from office. Both votes were 3-2.

“Are you serious?” council member David Breuer said. “Can you give a reason why? Because somebody miswrote, in your opinion, his contract? I mean, I think it’s a pretty serious accusation here.”

Mertz replied, “I agree, without going into a lot of detail about it.”

After the vote to fire Loughry, Breuer stood up, threw a packet of papers across the council’s table against a wall, and walked out of Basehor City Hall. The council voted to adjourn quickly afterward.

None of the remaining council members would comment further.
