Topeka ? A proposed amendment to the Kansas Constitution on the Nov. 2 ballot is getting attention nationally from mental health advocates.

The amendment would remove language that lets Kansas pass laws to deny voting rights to residents with mental illness.

No such laws exist in Kansas, but the National Alliance on Mental Illness says passage of the amendment would send a message to the rest of the country.

Alliance director Mike Fitzpatrick says the measure would advance civil rights for all people.

There has been no organized opposition to the measure, which easily won approval by both chambers of the Kansas Legislature to be placed on the ballot.

The proposition has been endorsed by Republican and Democratic candidates for governor, as well as Democratic Gov. Mark Parkinson.
