Rapist up for parole next month

A Lawrence man convicted in 1983 for sexually attacking female Kansas University students is eligible for parole in April.

Robert Earl Davis, now 37, pleaded no contest to aggravated battery, rape and aggravated assault. He was charged in the following incidents: a robbery at knifepoint on Jan. 27, 1983; a rape, sodomy and robbery on Jan. 30, 1983; and an assault on Feb. 7, 1983.

The victims told police their attacker wore a ski mask. Davis, who was 16 at the time, admitted committing the crimes shortly after he was taken into custody.

Davis was sentenced to five to 20 years in prison on the robbery and rape convictions and two to five years for the assault conviction. The sentences are being served consecutively. He is in the Lansing Correctional Facility.

Another area man serving time also will be up for parole.

Kenneth E. Frost was convicted in Jefferson County on 1990 cases involving burglary and manufacturing drugs. He also was convicted in Pawnee County in 1992 cases involving rape and aggravated sodomy. Frost also is in Lansing.

The Kansas Parole Board is conducting public comment sessions later this month about those who will soon be up for parole. Those sessions will be held at the following dates and times:

l 11 a.m. to 2 p.m. March 25, Wichita, third floor, room 3080, Finney State Office Building, 230 William St.

l 8:30 a.m. to 10:30 a.m. March 26, Topeka, Landon State Office Building, first floor, room 106 A, 900 S.W. Jackson St.

l 10 a.m. to noon March 29, Kansas City, Kan., City Hall, 701 N. Seventh St.
