William E. Green

Salina — Memorial services for William E. “Billy” Green, 65, Albuquerque, N.M., formerly of Lawrence, took place Nov. 21 in Quayle United Methodist Church in Salina. Burial was in Gypsum Hill Cemetery, Salina. A military service was conducted at Santa Fe National Cemetery in New Mexico.
Mr. Green died Tuesday, Nov. 3, 2009, at his home in Albuquerque.
He was born Aug. 16, 1944, in Salina, the son of Laurel “Loy” and Regina Deck Green. He attended Dunbar School and Salina schools.
Mr. Green enlisted and served in the U.S. Navy from 1962 through 1966, serving two tours of duty in Vietnam. Completing his GED in the Navy, he earned a bachelor’s degree in political science from Kansas Wesleyan University in 1970. He took additional college courses at Elmhurst College in Elmhurst, Ill. Mr. Green lived in the Lawrence area from 1978 to 1985. Enrolling at Kansas University, he completed all his course work for a master’s degree in history.
Mr. Green retired from the U.S. Department of Fish and Wildlife as a program analyst in 2007. He worked as an equal employment opportunity officer with the U.S. Department of Labor and the U.S. Office of Federal Contract Compliance in Kansas City, Mo. and Albuquerque. Mr. Green also had served as the director of the Transportation Division of the Kansas Corporation Commission.
He was a cofounder of the Black American Citizen’s Organization of Salina and a co-founder of the Kansas Black Democratic Caucus.
Survivors include a son, Christopher William Bailey Green, Beaufort, S.C.; and a brother, Oliver Deck.
The family suggests memorials to the Quayle United Methodist Church, 725 Comanche, Salina, KS 67401.
