Kansas ethics commission questioning some PACs’ names

? Secretary of State Kris Kobach’s political action committee might have to change its name to meet state ethics requirements and another PAC connected to former Gov. Kathleen Sebelius could face a similar problem, the executive director of the state’s ethics commission said.

The issue came to light this week when a PAC called “It’s Time to Fix Stupid” was notified its name did not follow a state ethics law that requires PACs affiliated with a larger corporation or organization to note that in their name. Unaffiliated PACs must indicate who’s involved or the cause it is advocating, The Wichita Eagle reported.

Kobach will be getting a letter this week from the Kansas Governmental Ethics Commission questioning whether the “Prairie Fire PAC” name for his political fundraising committee is legal, said Carol Williams, executive director of the commission.

Kobach said Wednesday he doesn’t think the law applies to his PAC. The state’s attorney general might have to make a final ruling but he will change the name or incorporate the PAC if he’s required to, he said.

“It’s not the end of the world,” he said. “It’s just a name.”

The Eagle found three other existing PACs whose names did not appear to have a connection to their sponsors or missions: Gov. Sam Brownback’s Road Map PAC; Bluestem PAC, started by Sebelius; and D Wild Ones, a group of Pittsburg Democrats.

Williams said Brownback’s PAC is fine because it’s incorporated and includes the corporation name. She said she will consult with agency counsel about Bluestem and D Wild Ones and they might also be notified about their names.

Wichita television personality R.J. Dickens, the chairman and treasurer of It’s Time to Fix Stupid, called the situation “ridiculous” and said the “It’s Time to Fix Stupid” directly reflects his group’s goal.

The PAC plans to use its website to hold a “Stupid Tuesday” primary in August to identify whom it deems the most stupid legislators in the Kansas Statehouse and to direct campaign donations to those lawmakers’ opponents.

“Kansas has the third-least-educated legislature in the country,” Dickens said. “We want to target some of these people who have basically embarrassed the state with their stupidity.”

Eventually, the PAC wants to form a national super-PAC to target “stupid” candidates around the country, Dickens said.

Meanwhile, Dickens said, group members have been considering alternate names, including Committee for Government Intelligence, Citizens Opposed to Moronic Officials and Committee for Reasonable Proficiency Requirements – acronym pronounced “crapper.”
