City employee, not hacker, source of unauthorized tweets on city’s account

The official Twitter account of the city of Lawrence wasn’t hacked after all.

A series of tweets related to the safety of women, drinking and other topics were sent by an employee of Lawrence-Douglas County Fire Medical, not by a hacker as city officials had said on Monday.

Megan Gilliland, the city’s communications manager, said it was discovered on Tuesday morning that a city employee in the fire and medical department had sent the tweets on Saturday. The tweets were part of a project the department was working on to promote University Safety Month.

Gilliland said the employee meant no offense in any of the tweets, but Gilliland said they did not meet the city’s adopted social media policy regarding tweets.

“I would say that although she didn’t have malicious intent, the message should have been crafted better and approved by the city before it was sent out,” Gilliland said.

The tweet that caused the most negative reaction on Twitter urged women to “trust your instincts and avoid being a victim.” Some Twitter users responded by saying the city was implying that women had a choice in whether to be a victim of domestic abuse.

Gilliland said that wasn’t the message the city was trying to send.

“The intent was to promote safety on campus,” Gilliland said. “The department encourages everyone to maintain a level of awareness and exercise self responsibility.”

Gilliland said she made the statement on Monday that the city’s Twitter account had been hacked because she had checked with all department heads to determine whether their departments sent the tweet. None of the department heads said they were aware of the tweets, but then on Tuesday morning it was determined that a fire and medical employee had sent the tweets without the knowledge of her supervisor.

Gilliland said her office is making city employees better aware of the city’s social media policy and is reducing the number of people who are authorized to make tweets on the city’s account.
