City to mull changes to Inverness Park District Plan

Bottom line

City commissioners will consider approving the Inverness Park District Plan, which covers property along the south side of Clinton Parkway between Crossgate and Inverness drives.

Background

The property includes vacant ground near the southwest corner of Clinton Parkway and Crossgate Drive. The previous Inverness Park District Plan called for multifamily development on the corner. City commissioners, however, rejected a plan for apartments at the corner after several neighbors objected. Commissioners directed staff to rewrite the Inverness Park District Plan to place another future use at the corner. The new plan proposes commercial office space for the vacant property. The designation would allow for a variety of general office users but would not allow stand-alone retail or restaurant development.

• Bid and purchase items:

a. Set bid date of May 29 for the 2012 Overlay Program Phase 2.

b. Award the bid for Comprehensive Rehabilitation project for 13 Winona Avenue to T & J Holdings Inc. for $20,250 for the base bid, $300 for alternate 3, and $3,000 for alternate 4, for a total contract of $23,550.

c. Reject bids for Comprehensive Rehabilitation project at 918 Murrow Court because they exceed program limits of $25,000.

d. Authorize the purchase of six VMWare servers from Microtech Computers from the state of Kansas contract for $29,070.

• Adopt ordinances on second and final reading that:

a. Authorize a grant to the Bioscience and Technology Center Inc. for economic development for up to $500,000 and issue general obligation bonds to pay the costs.

b. Amend the city’s animal control code regarding chickens, providing an exemption for businesses in certain circumstances.

• Approve an extension request for a site plan for construction sales and services commercial building at McCray Lumber, 1516 W. Sixth St.

• Authorize renewal of police officer liability, public official liability and employment practices liability insurance with Chartis/Lexington Insurance for $83,175.48.

• Authorize the mayor to sign a release of mortgage for Debbie Alexander, 423 Mo.

• Receive city manager’s report.

Regular agenda

• Conduct public hearing regarding the sale, possession and consumption of alcohol during the 2012 Tour of Lawrence:

— On the 700 and 800 blocks of New Hampshire Street and the 100 and 200 blocks of East Eighth Street on June 29.

— On the 700, 800, and 900 blocks of Massachusetts Street, the 100 blocks of East Eighth and Ninth streets, and on the 100 blocks of West Eighth and Ninth streets on July 1.

• Consider these items related to 1106 R.I.:

a. Conduct a public hearing for the dilapidated structures at 1106 R.I. Consider adopting a resolution declaring the structures unsafe and dangerous and ordering the property owner to repair or remove the structures within a specified time. Should the property owner fail to comply, the city would contract for removal of the structures.

b. Conduct a public hearing for the exterior yard conditions at 1106 R.I. Consider adopting a resolution declaring the exterior yard conditions to be in violation of the city’s environmental code and ordering the property owner to remove all violations within a specified time. Should the owner fail to comply, the city would contract for removal of the exterior yard violations.

• Receive update regarding the progress at 1313 Haskell Ave. Consider adopting a resolution declaring that the structures (house and accessory garage) remain in an unsafe and dangerous condition and order the demolition of the structures. Should the owner fail to comply the city would contract for removal of the structures.

• Conduct public hearing on proposed revocation of drinking establishment license for Taste, LLC, 804 W. 24th St.

• Consider an ordinance to annex about 146 acres plus adjacent public right-of-way at the northwest corner of Sixth Street and Kansas Highway 10, also known as the South Lawrence Trafficway. Initiated by city commission on March 27.

• Consider revisions to the Inverness Park District Plan.
