City to consider $25,000 payment to help health center

City commissioners will consider making a one-time payment of $25,000 to Lawrence’s Heartland Community Health Center to help fund a medical billings specialist.

The not-for-profit health center provides care to low income residents of Lawrence. The center is trying to add a billing specialist in order to recoup more expenses from health insurance companies. City staff members are recommending the city provide the one-time funding from the city’s Special Alcohol Fund, which is money the city receives from liquor taxes. One of the populations Heartland serves is people with substance abuse problems. Douglas County already has provided $23,000 for software to be used by the center.

Consent agenda

• Approve City Commission meeting minutes from Jan. 3.

• Receive minutes from boards and commissions.

• Approve claims.

• Approve licenses recommended by the city clerk’s office.

• Approve appointments recommended by the mayor.

• Adopt these ordinances on second and final reading:

a. Ordinance No. 8689, for Text Amendments (TA-10-15-11) to the City of Lawrence Land Development Code, multiple articles, defining occupancy and clarifying the applicability of occupancy limits in non-RS districts.

b. Ordinance No. 8692, (revised on second reading to incorporate Accessory Dwelling Units into proposed Article 13, Section 6-1320 “Exemptions”) replacing Chapter 6, Article 13 of the City Code, regulating the rental of dwellings in RS Zoning Districts.

• Approve installation of a 15-minute parking meter adjacent to 1111 Mass.

• Authorize the mayor to execute a conservation easement to the city on property at 3700 Tiffany Drive.

• Receive letter from Douglas County administrator concerning funding for Emergency Communications Center; refer to staff for review and report back to the City Commission.

• Approve as “signs of community interest” a request from the Lawrence Home Builders Association to place signs in various rights of way for its annual Lawrence Home Show, Feb. 10-12. Signs would be placed on South Iowa Street and in front of the business at 3430 S. Iowa St. and would be placed on Feb. 6 and removed Feb. 12.

• Authorize the city manager to sign a letter agreement with Theatre Lawrence Inc. setting forth the terms for the city’s pledge of $100,000 for construction of a theater and education facility.

• Receive city manager’s report.

Regular agenda

• Review of animal ordinance to allow pot-bellied pigs.

• Consider approving a request from Heartland Community Health Center for a one-time payment of $25,000 for a medical biller position.

• Consider authorizing staff to receive qualification statements for engineering services for the design of the Maple Street Pump Station and corresponding stormwater sewer improvements. The project is being funded with sales tax revenue.

• Discuss initiation of changes to the Inverness Park District Plan.

• Consider land use information related to recently adopted code amendments for Congregate Living and Multi-Dwelling Structures.
