Eagle Bend Golf Course fees under review
Bottom line
City commissioners will consider lowering the fees at the city-owned Eagle Bend Golf Course in an effort to attract more players to the course.
Background
Proposed rate changes include:
• Weekday rates for 18 holes without a cart would drop from $20 to $15. 18-holes with a cart would drop from $36 to $25.
• Weekend rates would not change in terms of price, but the course’s definition of the weekend would. Currently the course charges weekend rates Friday through Sunday and on holidays. The new policy would remove Fridays from the weekend rate schedule. Friday play would be charged the weekday rate.
• The course also would introduce a senior, weekday rate for golfers 60 and older. Those rates would be $13 for 18 holes without a cart, and $23 for 18 holes with a cart.
• The annual pass program also would change. Currently an annual pass is $750, but it entitles you to golf only on Monday through Friday. The new annual passes would be good any day of the week. Proposed rates are $1,000 for golf only, $1,200 for golf and driving range, and $1,500 for golf, driving range and cart rental.

• Recognition of the Hiratsuka 20th anniversary delegation.
• Proclaim Oct. 9-15 as United Way Week.
• Proclaim October as Meet the Blind Month and Oct.15 as White Cane Safety Day.
• Proclaim October to be Community Planning Month.
Consent agenda
• Approve City Commission meeting minutes from Sept. 13.
• Receive minutes from various boards and commissions.
• Approve claims.
• Approve licenses as recommended by the city clerk’s office.
• Approve appointments recommended by the mayor.
• Bid and purchase items:
a. Set a bid date of Nov. 1 for purchase of submersible wastewater pumps required for Priority Group I pump stations included in Project UT0919CS General Wastewater Pumping Station Improvements.
b. Authorize purchase of new cardio equipment for the Community Building and Holcom Park Recreation Center using vendors from the 2011 State of Kansas joint purchasing agreement.
• Adopt on second and final reading an ordinance prohibiting discrimination on the basis of gender identity in housing, public accommodations and employment within the city.
• Approve a site plan for a sidewalk hospitality area for Fuzzy’s Tacos Restaurant, 1115 Mass. Submitted by John W. Records for Qandil Properties, LC, property owner of record.
• Approve changes to fees charged at Eagle Bend Golf Course, effective Jan. 1.
• Authorize the city manager to execute appropriate agreements with the Kansas Turnpike Authority for the use of KTA property at Lawrence exits/roundabouts for landscape improvements and appropriate signage.
• Authorize staff to negotiate an engineering services agreement with Black & Veatch for Project UT1102KA Kaw WTP Raw Water Intake.
• Authorize staff to advertise Request for Proposals R1110 and R1111 for Engineering Services for Projects UT1201 – 2012 Electrical Improvements Program and UT1202 – 2012 Mechanical Improvements Program.
• Authorize the city manager to execute a license agreement with AFAD, Inc., d/b/a Briggs Automotive Group, allowing it to use the city rights of way at Four Wheel Drive and West 29th Terrace for placement of approximately 350 feet of fiber optic cable in accordance with the terms of that agreement.
• Authorize the mayor to execute a cooperation agreement with Kansas Social and Rehabilitation Services and the Douglas County Commission agreeing that the city will pay $225,000 in 10 payments of $22,500 to provide temporary funding assistance to SRS.
• Approve as signs of community interest, a request from United Way of Douglas County, to install banners at various locations from Oct. 1 to Dec. 16.
Regular agenda
• Consider land use information related to recently adopted code amendments for Congregate Living and Multi-Dwelling Structures.
• Consider staff recommendations regarding enforcing occupancy limits for unrelated persons in single-family and multifamily residential districts.
