Bottom line

City commissioners will direct staff to receive bids for two major waterline replacements near downtown.

Background

The city will seek bids to replace an aging waterline on Ninth Street from Tennessee to Vermont streets and a waterline on Kentucky Street from 12th to 19th streets. The waterline on Ninth Street dates back to about 1915, and some portions of the waterline on Kentucky Street were installed in 1886, according to the city’s utilities department. The city does not expect to buy any additional rights-of-ways or easements for the project. Traffic still will be allowed on the streets, but left turns will be restricted. Work is expected to begin in July and be completed by the end of the year.

Consent agenda

• Approve City Commission meeting minutes from May 17.

• Receive minutes from boards and commissions.

• Approve claims.

• Approve licenses recommended by the city clerk’s office.

• Approve appointments recommended by the mayor.

• Bid and purchase items:

a. Set June 7 bid date for 2011 Overlay Program.

b. Authorize the mayor to sign city-state agreement for 2011 KLINK project along West Sixth Street, from Massachusetts to Iowa streets, and set a June 7 bid date for the project, which includes right turn lane/bus lane on the north side of Sixth at Maine and Michigan streets.

c. Approve purchase and installation of a new restroom at the Youth Sports Complex from RD Johnson for $67,490.

• Authorize the mayor to sign a release of mortgage for Christine Lanier, 1812 Atherton Court.

• Approve as signs of community interest: request from St. John the Evangelist Catholic Church for signs on 15 foot poles in the school parking lot above the fence line at 1208 Ky. advertising the St. John Mexican Fiesta from May 27 to June 30 and to place signs in the driveway of the school entrance at 1208 Ky. for “No Football Parking” during Kansas University home football games; Oktoberfest from Sept. 1 to Oct. 30; and the St. John Mexican Fiesta from June 17-27.

• Approve as signs of community interest, a request from First Southern Baptist Church for a sign in the right-of-way June 9-23 at the church, 4300 W. Sixth St., promoting Vacation Bible School.

Regular agenda

• Receive staff report regarding request from Community Wireless Communications to execute a comprehensive right-of-way agreement with the city.

• Consider acceptance of Kansas Department of Transportation 2013 Intelligent Transportation System set-aside funds for $150,000 to extend the ITS network along 23rd Street.

• Consider authorizing the city manager to sign a contract with KDOT to convey real estate for right of way and temporary easement for reconstruction of the 23rd Street Bridge west of Haskell Avenue, and consider authorizing the city manager to sign the donation of right-of-way and waiver of appraisal form.

• Consider setting a June 14 bid date for phase two of the 2010-2011 water main replacement program: Ninth Street, from Tennessee to Vermont streets; and Kentucky Street, from 12th to 19th streets.
