City commissioners will consider more downtown street closings for a host of events.

Background

Leaders with the Convention and Visitors Bureau are seeking downtown street closures on Friday, July 1, and Sunday, July 3, as part of the city’s Tour of Lawrence cycling race. A race also will be held on Kansas University’s campus on Saturday, July 2, but that race won’t completely close any streets. Lawrence’s Bert Nash Community Mental Health Center is seeking closure of the 600 block of Massachusetts Street for much of Sunday, Oct. 9, for its second annual Bert Nash Dash and Bash. The event will include live music, food, games and a 5K/10K run. Both the cycling event and the Bert Nash event are requesting permission to serve alcoholic beverages in the public right-of-way downtown.

Consent agenda

• Receive minutes from boards and commissions.

• Bid and purchase items:

a. Set a bid date of June 7 for the comprehensive rehabilitation program at 2209 Princeton Boulevard.

b. Set bid date of May 24 for pavement reconstruction on the north side of Bob Billings Parkway between Kasold and Crestline drives.

c. Award these bids for comprehensive rehabilitation projects:

  1. 2336 La.: Award the Base Bid and Alternate No. 1 to Natural Breeze Remodeling for $24,660.

  2. 1415 W. Second Terrace: Waive staff estimate and award the Base Bid only to T & J Holdings, Inc. for $23,670.

d. Award bid for geometric improvements, milling, overlay and pavement markings on West Sixth Street from Folks Road to Monterey Way to R.D. Johnson Excavating Co. Inc. for $630,112.90.

e. Award bid for concrete repairs downtown to R.D. Johnson Excavating Co. Inc. for $150,655.70, and adopt a resolution authorizing issuance of general obligation bonds.

• Adopt on first reading an ordinance approving a franchise agreement for telecommunications services with NextG Networks of Illinois.

• Consider a text amendment to the city’s land development code to allow active recreation as a special use in the general industrial district.

• Consider a special-use permit and consider adopting an ordinance on first reading for a permit for active recreation at 940 E. 28th St., submitted by Barber Emerson L.C. for JDS Kansas L.C., property owner.

• Authorize binding of Police Officer Liability, Public Official Liability, and Employment Practices Liability insurance with Lexington Insurance for $75,253.

• Approve free parking on Massachusetts Street from Sixth to 11th streets and on the 100 blocks of East and West Seventh, Eighth, Ninth, 10th and 11th streets on June 14 for a Lawrence GiveBack event.

• Approve as signs of community interest a request from the Douglas County Extension Master Gardeners’ 2011 Garden Tour for signs to be placed in various rights-of-way from June 3-5, contingent on adjacent property owner permission.

Regular agenda

• Conduct public hearing to consider the vacation of an unused utility easement at 2620 Haskell Ave. as requested by property owner Tenants to Homeowners Inc.

• Consider a request for long-term parking passes and to designate the parking lot in the 1000 block of Vermont Street as a long-term parking lot.

• Consider approving closure of various city streets Downtown and near campus for the 2011 Tour of Lawrence, July 1-3; consider approving allocation of $10,000 from the Guest Tax Fund in support of the event; and consider donating city services in support of the event.

• Conduct a public hearing and considering an ordinance on first reading regarding the sale of alcohol at the Arts Center Street P’Arty, the Americana Music Festival, the Mexican Fiesta, the Tour of Lawrence, and the KC MS 150 and consider granting distance limitation waivers for the events.

• Consider approving the closure of the 600 block of Massachusetts Street on Oct. 29 for the Bert Nash Dash and Bash; consider authorizing the consumption and possession of alcohol on the public right-of-way during event; and consider approving donation of city services in support of the event.

• Receive the following reports from the city auditor: Performance Audit: Fee Policy Could Guide Staff and Inform the Public and Follow-up Report on audit recommendations.

• Consider a motion to recess into executive session to discuss matters relating to employer-employee negotiations for about 30 minutes.
